Emergency Message for U.S. Citizens: Managua (Nicaragua), Possible Disruptions August 1-10 during Festival de Santo Domingo

This message alerts U.S. citizens of possible disruptions related to the celebration of the Festival of Santo Domingo, a Catholic tradition celebrating the patron Saint of Managua, which takes place August 1 – 10 in Managua. The principal activities during this ten-day event will be a procession and horse parade on the first and last days of the festival: August 1 and 10.
The U.S. Embassy has encouraged its employees to avoid using the streets of Managua’s Santo Domingo neighborhood from 6:00 AM to 10:00 PM on August 1 and 10. In previous years, large crowds have remained in the Santo Domingo neighborhood, particularly in the vicinity of the Iglesia Las Sierritas church, throughout the night of these events, continuing their activities into the early morning. Heavy alcohol consumption is expected. Traffic jams and other disturbances around Managua can also be expected as a result of the processions and horse parades. U.S. citizens should be aware of the possible presence of youth gangs who specialize in pick-pocketing and other crimes of opportunity.

Emergency Message for U.S. Citizens: Puerto Peñasco/Rocky Point (Mexico), Violence Towards American Citizens

This Security Message has been issued to encourage U.S. citizens traveling to and residing in Puerto Peñasco (Rocky Point) to use caution while conducting business or leisure activities within the city and the surrounding region. In recent months several home invasions, robberies, and assaults have occurred, including a home invasion and assault that left a U.S. citizen severely injured. In a separate incident, vacationers, many of whom were U.S. citizens, were victims of a home invasion during which adults and children were held at gunpoint while the house was robbed and a woman was sexually assaulted. Additionally, on July 19th, a gun battle erupted between members of a Transnational Criminal Organization which left six people dead, including a Mexican police officer. The gun battle occurred in downtown Puerto Peñasco in broad daylight. U.S. citizens visiting Puerto Peñasco are encouraged to maintain a high level of vigilance, be aware of local events, and take appropriate steps to bolster their personal security.
U.S. citizens visiting Puerto Peñasco are urged to use the Lukeville, Arizona border crossing, to limit driving through Mexico, and to limit travel to main roads during daylight hours.

MEXICO
Marco Antonio Flores, lead singer of the group Jerez, was kidnapped and has been missing for 20 days, although 5 million pesos was paid for his release. A report has now been filed with the state attorney general’s office, hoping the pressure will get him released. Back in April, the band was detained while playing for a Zeta party. They were stigmatized for their connection to the drug trafficking cell.

PACHUCO, HIDALGO
Four suspected members of the Zetas were arrested here. One of them is responsible for the assassination of a police commander, and also an attack on police barracks on May 30, and the killing of a taxi driver. Another of those arrested is a former policeman of the town of Mineral de la Reforma and an alleged hit man, trained by the Zetas in Tamaulipas.

DURANGO, DURANGO*
Gunmen attacked police twice between Monday night and early Tuesday. The first occurred when gunmen in a vehicle attacked state police, killing police officer Aaron Pineda Pineda and wounding his companion, identified as Daniela “N”. A guard was placed around the hospital where the wounded officer was taken. Hours later there was another attack near the town of Tepehuanes, and police were able to repel the gunmen shooting from the side of the roadway, without injuries.

TAMAZUNCHALE, NUEVO LEÓN*
On Monday, the state police commander here, Patricio de Jesús Sandoval Pérez, was laid to rest. He had been with the state police for more than 25 years. The Commander had served in several sectors of the state, and been an instructor at the state police academy. He had been missing for several days and was found between the towns of El Serranito and Rancho Nuevo on Friday. The head was found on the roof of a car red Volkswagen, and the body was found in the trunk.

TANQUIÁN DE ESCOBEDO, SAN LUIS POTOSI
Five members of a family were shot and killed here, and a boy of 10 years and 2 other youths were injured. The dead were 3 men and 2 women. They were shot on a public boulevard Friday evening, and although witnessed by many, no one saw any details. Investigators recovered dozens of shell casings from AK 47’s.
TLACHICHILCO, VERACRUZ*****
Gunmen blocked a road between two towns near here, and ambushed the municipal police chief and officers who were accompanying a federal official distributing money to residents. All five officers were killed. The money had already been distributed, and thus no robbery could occur. In the town of Martínez de la Torre, a worker for the company Sabritas was shot as he fled an ambush in a company van. Although wounded, he made it to the company gates, and state police took him for medical treatment.

PAJACUARÁN, MICHOACAN
A shootout between rival gunmen here left three bad guys dead and five wounded. Residents and merchants alike locked themselves in for their safety. Less than a week ago, in nearby Vista Hermosa, an attack killed the police chief and 3 police officers, plus a civilian. There were over 3,000 bullet holes found in the front of the municipal police station.

EL FUERTE, SINALOA
Authorities, acting on a report to them, found 4 decomposed bodies near here. They had been shot, and missing since Saturday.

SANTA CRUZ, STATE OF MEXICO
Residents reported finding partially buried bodies, and authorities found 2 beheaded men in a clandestine narco grave here. Also in this state, in Valle de Chalco, the bodies of 3 men were found after residents reported gun shots.
