Emergency Message for U.S. Citizens: Nuevo Laredo (Mexico), Prison Break in Piedras Negras (September 17)

The U.S. Consulate Nuevo Laredo alerts U.S. citizens of a large-scale prisoner escape from the Piedras Negras Central Prison on Monday, September 17, 2012. These prisoners remain at large. Although Mexican federal and local security forces are on the scene and the prison is reported secure, security sources warn that many of the escapees have known connections to Transnational Criminal Organizations (TCO), and may join TCO activity in the Piedras Negras and Nuevo Laredo areas. The U.S. Consulate urges all U.S. citizens to maintain a low profile and a heightened sense of awareness and to avoid the area in close proximity to the prison, which is located near the intersection of Ave. Lazaro Cardenas (Hwy 57) and Calle Santa Cruz.

MONTERREY AND APODACA, NUEVO LEÓN
Police authorities have reported 7 people killed Sunday afternoon. State investigators say it appears to be rivalry between cartel gangs.

ZACATECAS, ZACATECAS
An initial count from a shootout between military and gunmen Saturday is 4 bad guys dead. Vehicles and weapons were seized.
COAHUILA
Mexican Marine snipers, trained in Colombia, are now deployed in Coahuila. They are trained to shoot from an aerial platform and are pilots.

SALTILLO, COAHUILA*
The Deputy Chief of the Municipal police was assassinated at about 8:30 pm on his way home from work Tuesday night. This now makes three officers killed in recent weeks, with the other two being 2 female officers whose bodies were dumped on the road between Torreon and Saltillo.


TORREON, COAHUILA
Two more gasoline stations were burned Monday night and Tuesday morning. Municipal police stayed in the area to protect the fire fighters.

ZAPOPAN, JALISCO
Two men were killed and one gravely wounded during a shooting at a shopping mall here on Tuesday evening. The men were outside a restaurant when gunmen drove up and opened fire.

VALLE DE CHALCO, STATE OF MEXICO*
Three bodies were found inside a patrol vehicle for this municipality. The officer and a woman were decapitated and dismembered, and the other body was the officer’s brother. All had been shot several times. A second report says the attorney general’s office is investigating if these are connected to other officer deaths, and officers missing. A nearby town has reported finding dismembered and beheaded bodies there.

GOMEZ PALACIO, DURANGO**
On Monday evening, federal police came under attack, resulting in two federal agents killed, and 4 injured. A civilian female bystander was also killed in the first attack, which occurred in front of a hotel. The woman and one agent died there. Agents requested assistance from colleagues from neighboring Torreon. As they responded, the reinforcements came under attack by alleged accomplices of the initial attackers. This resulted in a vehicle crash, which injured two officers and killed another.

Emergency Message for U.S. Citizens – WORLDWIDE CAUTION
September 14, 2012

In light of recent demonstrations in North Africa and the Middle East, we are retransmitting the Worldwide Caution message from July 2012.

The Department of State has issued this Worldwide Caution to update information on the continuing threat of terrorist actions and violence against U.S. citizens and interests throughout the world. U.S. citizens are reminded to maintain a high level of vigilance and to take appropriate steps to increase their security awareness. This replaces the Worldwide Caution dated July 18, 2012, to provide updated information on security threats and terrorist activities worldwide.
The Department of State remains concerned about the continued threat of terrorist attacks, demonstrations, and other violent actions against U.S. citizens and interests overseas. Current information suggests that al-Qaida, its affiliated organizations, and other terrorist organizations continue to plan terrorist attacks against U.S. interests in multiple regions, including Europe, Asia, Africa, and the Middle East. These attacks may employ a wide variety of tactics including suicide operations, assassinations, kidnappings, hijacking’s, and bombings.

VILLANUEVA, ZACATECAS
A detention center here was attacked by about gunmen in several trucks. There were no injuries, and only minor damage caused by a grenade. In September 2011, two juvenile prisoners were freed by gunmen.


CULIACAN, SINALOA
A 16 year old hitman who participated in at least 51 killings as a member of the Beltran-Leyva cartel could get 7 years imprisonment. He is originally from Tijuana, Baja California.

ARMERIA, COLIMA
On Friday, two attacks on city hall and the attorney general’s offices canceled the celebration of Independence Day over the weekend. The attack wounded two police officers, and caused minor damage to the buildings.
NOGALES, SONORA

A U. S. judge has ordered the arrest of the PAN elected Mayor of Fronteras, Sonora. He was served an arrest warrant by Sonoran attorney general agents for his connection with organized crime, but has been missing for ten days. It is unknown if he has been kidnapped.
MEXICO CITY

At least 27 people were killed in the last few hours, in five states of Mexico. These included the finding of the bodies of three municipal police officers found shot to death in an alley in the neighborhood of Santa Maria Nativitas, State of Mexico.

SAN LUIS POTOSI
On Friday night at about 8:45pm, gunmen attacked the Commander of the Municipal police northern command. Although there were numerous bullets through the windshield of the police patrol unit, the Commander was uninjured and his assistant only had a bullet wound to his arm. A search of the area failed to locate the gunmen’s van.


MESA OF SAN RAFAEL, CHIHUAHUA
Gunmen stormed the homes of three men in the Sierra Tarahumara, where they were then taken to a nearby sawmill and decapitated one by one, using the sawmill’s saws to do it. Their bodies were left there.

SAN PEDRO, NUEVO LEÓN
A former PAN Congressman, Hernán Belden Elizondo, was kidnapped Friday evening. Using the GPS in his vehicle, it showed that he was taken to Santa Catarina, and his murdered body was found 7 minutes later.

MONTERREY, NUEVO LEÓN
Seven people were killed on Saturday, 4 of them in Monterrey and three in Apodaca. Those in Apodaca were killed by municipal police when they attacked the officers.


MAZATLAN, SINALOA
About 10 heavily armed gunmen in three vehicles attacked the state police base station here about 7:15pm Saturday night, and freed at gunpoint two men that had been arrested earlier. The two were due to be flown out latrer thaat evening. A large scale search of the city failed to locate those responsible.


TIZAPÁN EL ALTO, JALISCO
At last 17 bodies were found along the highway here, which border the State of Michoacan. All were men, and tied or chained. Investigators said they had been killed elsewhere and then dumped.


SINALOA
Hitmen failed in an attempted assassination on Saturday. Although the driver was wounded, his truck crashed to a stop against a power pole. He had apparently tried to escape by jumping the street median.


LA CALERA, ZACATECAS
A shootout between federal police and gunmen left 4 bad guys dead, with vehicles and weapons seized. The report mentions that security is improved in the city of Zacatecas due to multiple police agencies on patrol, as well as helicopter overflights. (HDN)

CIUDAD HIDALGO, MICHOACÁN.
Early Sunday morning, an army convoy was attacked. During the shootout, 3 of the bad guys were killed by the military.

TAMPICO, TAMAULIPAS
Mexican Marines have captured Jorge Eduardo Costilla Sánchez, better known as El Coss, top leader of the CDG (Cartel del Gulfo). He was born on August 1, 1971, in Tamaulipas. He worked as an officer with the Matamoros Municipal Police, between 1992 and 1995. He later became a lieutenant of Osiel Cardenas Guillen, and when Osiel was caught and imprisoned, El Coss became the top leader of the CDG. Five of his bodyguards have also been captured. It is believed that Mario Armando Ramírez Treviño, alias “X-20″ or “Pelón” will become the new top boss of the CDG. Clashes are expected to continue in Tamaulipas as the Zetas and CDG continue to battle each other.


CHIMALHUACAN AND NEZAHUALCOYOTL, STATE OF MEXICO
La Familia Michoacana (LFM) executed 7 persons in two separate incidents in these two towns Thursday morning.

CHIHUAHUA, CHIHUAHUA*
The deputy chief of traffic police here, Manuel Gándara Orozco, was gunned down on Wednesday near Wal Mart, and a few blocks from his home. He had been with the department for 20 years, and is survived by his wife and two children. It is reported that arriving officers cried when they saw him, still seat belted, with bullet wounds to his head and face.



SAN JUAN DEL RIO, DURANGO**
The bodies of two municipal police officers have been found dumped at an intersection of 2 roads outside of town.

TABASCO
Gunmen from several trucks entered a church, and kidnapped 8 central Americans, three men and five women. The migrants were waiting at the church for the northbound train to continue their trip to the United States.
