Emergency Message for U.S. Citizens – WORLDWIDE CAUTION
September 14, 2012

In light of recent demonstrations in North Africa and the Middle East, we are retransmitting the Worldwide Caution message from July 2012.

The Department of State has issued this Worldwide Caution to update information on the continuing threat of terrorist actions and violence against U.S. citizens and interests throughout the world. U.S. citizens are reminded to maintain a high level of vigilance and to take appropriate steps to increase their security awareness. This replaces the Worldwide Caution dated July 18, 2012, to provide updated information on security threats and terrorist activities worldwide.
The Department of State remains concerned about the continued threat of terrorist attacks, demonstrations, and other violent actions against U.S. citizens and interests overseas. Current information suggests that al-Qaida, its affiliated organizations, and other terrorist organizations continue to plan terrorist attacks against U.S. interests in multiple regions, including Europe, Asia, Africa, and the Middle East. These attacks may employ a wide variety of tactics including suicide operations, assassinations, kidnappings, hijacking’s, and bombings.

VILLANUEVA, ZACATECAS
A detention center here was attacked by about gunmen in several trucks. There were no injuries, and only minor damage caused by a grenade. In September 2011, two juvenile prisoners were freed by gunmen.


CULIACAN, SINALOA
A 16 year old hitman who participated in at least 51 killings as a member of the Beltran-Leyva cartel could get 7 years imprisonment. He is originally from Tijuana, Baja California.

ARMERIA, COLIMA
On Friday, two attacks on city hall and the attorney general’s offices canceled the celebration of Independence Day over the weekend. The attack wounded two police officers, and caused minor damage to the buildings.
NOGALES, SONORA

A U. S. judge has ordered the arrest of the PAN elected Mayor of Fronteras, Sonora. He was served an arrest warrant by Sonoran attorney general agents for his connection with organized crime, but has been missing for ten days. It is unknown if he has been kidnapped.
MEXICO CITY

At least 27 people were killed in the last few hours, in five states of Mexico. These included the finding of the bodies of three municipal police officers found shot to death in an alley in the neighborhood of Santa Maria Nativitas, State of Mexico.

SAN LUIS POTOSI
On Friday night at about 8:45pm, gunmen attacked the Commander of the Municipal police northern command. Although there were numerous bullets through the windshield of the police patrol unit, the Commander was uninjured and his assistant only had a bullet wound to his arm. A search of the area failed to locate the gunmen’s van.


MESA OF SAN RAFAEL, CHIHUAHUA
Gunmen stormed the homes of three men in the Sierra Tarahumara, where they were then taken to a nearby sawmill and decapitated one by one, using the sawmill’s saws to do it. Their bodies were left there.

SAN PEDRO, NUEVO LEÓN
A former PAN Congressman, Hernán Belden Elizondo, was kidnapped Friday evening. Using the GPS in his vehicle, it showed that he was taken to Santa Catarina, and his murdered body was found 7 minutes later.

MONTERREY, NUEVO LEÓN
Seven people were killed on Saturday, 4 of them in Monterrey and three in Apodaca. Those in Apodaca were killed by municipal police when they attacked the officers.


MAZATLAN, SINALOA
About 10 heavily armed gunmen in three vehicles attacked the state police base station here about 7:15pm Saturday night, and freed at gunpoint two men that had been arrested earlier. The two were due to be flown out latrer thaat evening. A large scale search of the city failed to locate those responsible.


TIZAPÁN EL ALTO, JALISCO
At last 17 bodies were found along the highway here, which border the State of Michoacan. All were men, and tied or chained. Investigators said they had been killed elsewhere and then dumped.


SINALOA
Hitmen failed in an attempted assassination on Saturday. Although the driver was wounded, his truck crashed to a stop against a power pole. He had apparently tried to escape by jumping the street median.


LA CALERA, ZACATECAS
A shootout between federal police and gunmen left 4 bad guys dead, with vehicles and weapons seized. The report mentions that security is improved in the city of Zacatecas due to multiple police agencies on patrol, as well as helicopter overflights. (HDN)

CIUDAD HIDALGO, MICHOACÁN.
Early Sunday morning, an army convoy was attacked. During the shootout, 3 of the bad guys were killed by the military.
